Who qualifies

The Provisional License
Nonrenewable, valid for up to three years, and issued to someone with allowable deficiencies for full licensure. Every requirement for a renewable licence, including all licensure assessments, must be completed within it.

A provisional licence can be extended
On a division superintendent’s recommendation and satisfactory evaluations, the Board extends a three-year provisional licence by at least one and at most two years.

The renewable licences
The Collegiate Professional License is a 10-year renewable licence for someone who has met every licensure requirement, including a bachelor’s degree and Virginia’s professional teacher’s assessments. The Postgraduate Professional License is the same with a graduate degree.

Into Virginia: universal licensure by reciprocity
A teacher whose full out-of-state licence has been in force for at least three years, and is in force at application, qualifies for a Virginia licence with no service requirements and no licensing assessments.
No service requirements or licensing assessments shall be required for any such individual who applies for universal licensure by reciprocity.

This governs teachers moving INTO Virginia. It is recorded for corridors that end in Virginia, not for those that start there.

Into Virginia: military spouses
A military spouse with a full out-of-state licence in force gets licensure by reciprocity with no service requirements or assessments, and an eligibility decision within 15 business days of a complete application.

Traps

The CTE licence is neither provisional nor renewable
The three-year Career and Technical Education License is, by regulation, neither a provisional licence nor a renewable licence.
No three-year license issued by the board pursuant to this section shall be deemed a provisional license or a renewable license

A destination state that sorts incoming licences into provisional and standard has no category that this licence fits by its own terms.

Middle education is limited to the concentration on the licence
A Virginia middle education 6-8 licence lists one or more concentrations — English, mathematics, science, or history and social sciences — and the holder may teach only those.
The applicant will be restricted to teaching only in the area or areas of concentration listed on the teaching license.

What is not published
