The question that decides this corridor

Does CTC treat the Texas certificate Mathematics: Grades 7–12 as a "comparable" departmentalized authorization, or as middle school instruction only?

If it is comparable, subject-matter competence is satisfied by the credential itself and nothing further is owed. If CTC reads the 7–12 band as reaching into middle school, the applicant is issued a preliminary credential and must then produce a degree major or 32 semester units — roughly a full academic year of study — before California will clear it. The same question decides the outcome for every Texas 4-8 certificate outright.

Which regime applies
Three named routes, chosen by how much out-of-state teaching experience you can evidence: under two years, two or more years, or National Board certification.
There are three routes that out-of-state-prepared teachers may use to qualify for the California Single Subject Teaching Credential.

California is not an ITMC member state. Which route you fall into is not a preference — it follows from the evidence you hold.

Route 1 — under two years of experience
A baccalaureate or higher degree, a comparable out-of-state credential based on a preparation programme in secondary education including student teaching, and a subject area corresponding to a California subject area. Gets you the five-year preliminary credential.
Individuals prepared outside of California who have less than two years of out-of-state full-time teaching experience (see Terms and Definitions) may qualify for a California teaching credential by documenting all of the following in their application packet:

The out-of-state credential does NOT have to be valid at the time of application, and a photocopy front and back is acceptable verification. Both are unusually forgiving.

What Route 1 costs you later Verified absence
To clear the preliminary credential, a Route 1 applicant must complete a Commission-approved Teacher Induction Program. Route 2 does not require it.

This is the single largest difference between the two routes and it turns on the two-year line. A teacher with 23 months of experience faces an induction programme a teacher with 24 months does not.

Route 2 — two or more years of experience
Everything Route 1 requires, plus a letter from the out-of-state employer verifying at least two years of full-time teaching, accompanied by two satisfactory performance evaluations.

The performance evaluations are the part people cannot retrieve later. Request them before leaving the district.

Route 2 can skip the preliminary entirely
If every requirement for both the preliminary and the clear credential is met in the initial direct application, California issues the clear credential and not the preliminary.
If all requirements for both the preliminary and the clear credential are met with the initial direct application submission, the individual will be issued the clear credential and not the preliminary.

This is the best outcome available in the California system and it is stated in a single sentence buried inside an accordion panel.

A middle-school-only credential will not clear
If the subject on the out-of-state credential is for middle school instruction only, California may issue a preliminary credential but will require the applicant to meet California’s subject-matter requirement — a degree major or 32 semester units — before it will clear.
If the subject(s) listed on the out-of-state credential is for middle school instruction only, a preliminary credential may be issued but the applicant will be required to meet California’s subject-matter requirement before the clear credential may be issued.

This catches Texas Mathematics 4-8, Florida Mathematics (5-9), New York Mathematics 5-9, New Jersey middle school 5-8 and Colorado Mathematics - Middle School (6-8) alike. Every middle-grades credential in this project lands on this sentence.

The 32-semester-unit fallback
Where the out-of-state authorisation does not correspond to a California single subject, subject-matter competence can be verified with a degree major or 32 semester units in the California content area.
An individual issued a professional level teaching credential by another state or U.S. territory with a middle school or departmentalized classroom teaching authorization that is not comparable and that does not list a comparable authorization may verify subject matter competence for the Single Subject Credential with a degree major or 32 semester units (or the equivalent in quarter units).

Thirty-two semester units is roughly a full academic year of study. It is the price of a grade-band or subject mismatch.

The English learner authorisation is required to clear
Every route to the clear credential requires an authorisation to teach English learners, either issued by the Commission or evidenced by an out-of-state credential carrying a full English learner authorisation.
Earn an authorization to teach English learners by one of the following methods:

A teacher whose home-state credential already carries a full English learner authorisation can submit a copy of it. Whether a particular state’s ESL or bilingual endorsement counts as "full" is not defined in this leaflet.

Fingerprint clearance takes ten to twelve weeks if you live out of state
California publishes both figures side by side: 3–7 days for a California resident using Live Scan, 10–12 weeks for a non-resident using hard cards — and warns it may be significantly longer.

The page adds: "The ‘Standard Timeframe’ noted above refers to DOJ’s processing of fingerprint forms once DOJ receives a form 41-LS or FD-258, but may be significantly longer. Fingerprint clearance from anywhere else does not count
Clearance obtained through another agency, an employer, another state or any government agency does not exempt an applicant. Everyone fingerprints again for the Commission.
Individuals who have received fingerprint clearance through other agencies, employers, other states, or government agencies are not exempt from this process and must fingerprint for the Commission.

The wrong cardstock voids the whole submission
DOJ processes out-of-state fingerprints only on the FD-258 cardstock CTC itself supplies. If the agency taking the prints substitutes its own card or paper, DOJ rejects the submission and returns the paperwork unprocessed.
The Department of Justice (DOJ) is not able to process any out-of-state or out-of-country fingerprint submissions unless completed on the FD-258 cardstock provided by CTC. If the agency completing your fingerprints alters or changes the cardstock or type of paper used, DOJ will reject the submission and return your paperwork without processing.

A local police department or private fingerprinting service using its own stock costs the applicant the entire 10–12 week wait, twice.

Pay for the application before you get fingerprinted
The online application must be submitted and paid first, because the confirmation email carries the 10-digit Stamp Number that must be written on the cover letter mailed with the fingerprint cards.
When completing fingerprint cards, please submit your direct online application first. After paying for your online application, you will receive a confirmation email that states your unique 10-digit "Stamp Number" at the top of the email. Write your Stamp Number on a cover letter and mail it with your completed fingerprint cards and $49 fingerprint processing fee (check or money order, payable to ‘CTC’) to the address listed below to ensure your fingerprints are paired with your online application.

Getting fingerprinted first — the intuitive order — produces cards with no Stamp Number that cannot be paired with an application.

The preliminary credential is a five-year clock
The preliminary credential is issued for a maximum of five years. If the clear requirements are not completed before it expires, the holder cannot teach in California public schools on that credential until they are met and the document renewed.

Credentials Texas will not accept
An expired certificate, a temporary permit, a credential issued by a city or school district, or a certificate for which academic or other programme deficiencies are indicated.
The certificate or other credential issued by the authorized licensing agency in another state or territory of the United States may not be an expired certificate, a temporary permit, a credential issued by a city or school district, or a certificate for which academic or other program deficiencies are indicated.

What tier a Texas certificate is, when you take it to another state
The Standard Certificate is Texas’s full classroom certificate — there is no separate "professional" tier issued above it today. 19 TAC §230.105 also recognises "a valid provisional, professional, standard, or enhanced standard classroom teaching certificate", but provisional and professional are legacy classes held by long-serving teachers, not steps above Standard in the current scheme.
A teacher who holds a valid provisional, professional, standard, or enhanced standard classroom teaching certificate ... may qualify for an additional teaching field or certification to teach at another level by passing the appropriate certification examination(s) for that subject.

19 TAC §230.105. This matters most when the receiving state’s rule asks for a "professional standard" certificate, as Florida’s does: a Texas Standard Certificate is its holder’s highest current classroom credential, which is a materially stronger position than a sending state whose full tier sits below a separately-named professional one.

Note the grade-band mismatch. Texas issues 7–12; California issues single subject. Whether that matters depends on whether the destination applies an identity test or a comparability test — and those are different tests with different outcomes.

What works in your favour

If you can evidence two or more years of Texas teaching, California can issue the CLEAR credential outright and skip the preliminary — no Teacher Induction Program at all. The evidence is an employer letter plus two satisfactory performance evaluations, both far easier to obtain before you leave than after.

If you hold National Board certification, Route 3 issues a Clear credential exempt from the basic skills requirement and every other requirement except fingerprinting — and the accompanying out-of-state credential need not even be in the National Board subject.
