The question that decides this corridor

Will NJDOE accept the two-effective-years evidence as an original letter the applicant supplies, or only on the electronic Record of Professional Experience form it sends to the former employer?

The rule (6A:9B-8.8(c)1i) says an original letter from a supervisor, principal or HR officer. The public reciprocity page says an electronic form "which will be sent to the employer when the application is made". Those fail differently: a form sent to a former employer depends on that employer completing and returning a state form after the teacher has gone. Fail it and you are issued a CEAS instead of a standard certificate, and serve New Jersey’s provisional period from the beginning. The $170 fee is nonrefundable either way.

Equivalency first. Reciprocity is available only to educators who already hold the equivalent type and subject-area/grade-level licence from another state; everything else on the reciprocity page is conditioned on that.

The standard-certificate route, and what it turns on
A valid standard certificate from another state in a subject area or grade level New Jersey also offers, PLUS at least two effective years of teaching completed within three consecutive years.

This is the highest-value sentence in the New Jersey rule. It decides whether you arrive holding a standard certificate or start the provisional period over.

Two NJDOE sources describe the same requirement through different instruments, and the difference matters: a form sent to a former employer fails differently from a letter the applicant obtains. Anyone who has resigned on bad terms, or whose school has closed, needs to know which governs before paying a nonrefundable fee.

The working certificate comes after the job, not before
A provisional certificate requires the candidate to obtain and accept an offer of employment in a position requiring an instructional certificate, and the school district — not the candidate — submits the documentation.

This inverts the sequence used in Texas, Florida and Colorado, where the credential is obtained first and then presented to employers. In New Jersey the CE or CEAS is what you job-hunt with.

How long the provisional certificate lasts
A maximum of two school years, expiring on 31 July of the second year regardless of the issuance date.

Because it expires on a fixed calendar date rather than two years from issue, a certificate issued in spring gives materially less than two years of use.

Certificate of Eligibility or CEAS
$170.00, nonrefundable. The fee covers the CE or CEAS and includes the later issuance of the provisional certificate and the standard certificate.

The whole schedule is expressly nonrefundable. Every fee is nonrefundable
The rule introduces the whole schedule as nonrefundable. There is no partial refund for an application that is evaluated and refused, and the only refund anywhere in the schedule is $20 of the $30 academic qualifying credential fee.

United States citizenship is required
An applicant must be a United States citizen to be eligible for a certificate, subject to narrow exceptions for declared intending citizens, exchange teachers, limited noncitizen certificates and certain world-language teachers.
Except as set forth below, an applicant shall be a citizen of the United States to be eligible for a certificate.

No other state researched in this project imposes a citizenship requirement for an ordinary teaching certificate. A non-citizen with permanent residence who is freely certifiable in Texas, Florida or Colorado is not freely certifiable in New Jersey.

The examination nobody expects
Candidates for instructional certificates must pass an examination in physiology, hygiene and substance abuse issues. It may be course-related or stand alone.

Your home-state subject test may count
A candidate who completed an approved out-of-state preparation programme, or who holds the out-of-state equivalent of a CEAS, may pass the equivalent subject-matter test approved by that state instead of the New Jersey test.

Professional Certificate
The advanced-level certificate for classroom teachers, continuously valid on completion of the required Continuing Teacher and Leader Education hours in every five-year registration period.
A certificate of this type is issued as the advanced-level certificate for classroom teachers (issued in specific subject/grade titles) and School Building Leaders.

Registered holders must complete 100 clock hours of acceptable CTLE per registration period where they practise 90 days or more in a single applicable New York district, BOCES or qualifying nonpublic school.

New York childhood certification starts at grade 1, not kindergarten Not settled — confirm with the agency
Childhood Education is Grades 1-6. Colorado and Florida define elementary as K-6 and Texas as EC-6, so a New York childhood certificate does not cover kindergarten on its face.

What is unresolved: whether a receiving state treats 1-6 as comparable to K-6 or EC-6. Florida’s Route 1 test is comparability rather than identity, which is more forgiving than Colorado’s "identical endorsement" wording for its professional-licence route. Neither is settled by published text.

New York issues no generalist secondary certificate
Secondary teachers hold a subject certificate at grades 7-12 — Biology, Chemistry, English Language Arts, Mathematics, Social Studies — never a composite. Middle childhood, by contrast, does have a Generalist 5-9.
There is no generalist secondary education certificate in New York, so you would need to search any of the specific subjects offered in secondary education, such as Biology, Chemistry, English Language Arts, Mathematics, Social Studies, etc.

This maps cleanly onto Florida and New Jersey, which also issue their secondary sciences singly, and badly onto Texas, whose composite Science 7-12 has no New York counterpart in either direction. NYSED’s own certificate lookup tool nonetheless lists a subject called "Secondary Education" at Adolescent grades 7-12; that contradiction is recorded in the archive and is not resolved here.

ambiguous_confirm_with_state. "Exclusively" is doing enormous work and nothing on the page defines it. A teacher who covered a second subject for one of those three years, or taught a grade outside the band, cannot tell from this page whether they qualify. Private school experience does not count at all — the word PUBLIC is capitalised in the source.

Your out-of-state certificate must still be active
The qualifying certificate must be active in the state of issuance at the time of application, and must be a "regular" certificate in a comparable subject area and similar grade level with no limits or restrictions.

Note the grade-band mismatch. New York issues 7–12; New Jersey issues preschool through grade 12. Whether that matters depends on whether the destination applies an identity test or a comparability test — and those are different tests with different outcomes.

What works in your favour

New Jersey will accept the subject-matter test you already passed in New York. A candidate holding the out-of-state equivalent of a CEAS may pass the equivalent test approved by the issuing state instead of the New Jersey test — with no recency limit stated in the rule.
