Transferring a New York teaching licence to Florida
Florida is a compact member and New York is not, so the compact route is unavailable. Florida's mechanism is statutory, under s. 1012.56, F.S., and it is unusually generous — if the sending certificate is the right tier.

The question that decides this corridor
Is a New York Initial Certificate a "valid professional standard teaching certificate issued by another state" under s. 1012.56(3)(b), (5)(e) and (6)(c), F.S.?
That one document satisfies all three of Florida's mastery requirements at once. If it qualifies you pay $75 and sit nothing. If it does not, you face the General Knowledge Test, the Florida Mathematics (6-12) subject area test and the Professional Education Test — and Florida rejects examination scores older than ten years, so a mid-career teacher's old scores are unusable.

Registered holders must complete 100 clock hours of acceptable CTLE per registration period where they practise 90 days or more in a single applicable New York district, BOCES or qualifying nonpublic school.

Florida’s Route 1 test is comparability rather than identity, which is more forgiving than Colorado’s "identical endorsement" wording for its professional-licence route. Neither is settled by published text.

This maps cleanly onto Florida and New Jersey, which also issue their secondary sciences singly, and badly onto Texas, whose composite Science 7-12 has no New York counterpart in either direction. NYSED’s own certificate lookup tool nonetheless lists a subject called "Secondary Education" at Adolescent grades 7-12; that contradiction is recorded in the archive and is not resolved here.

ambiguous_confirm_with_state. "Exclusively" is doing enormous work and nothing on the page defines it. A teacher who covered a second subject for one of those three years, or taught a grade outside the band, cannot tell from this page whether they qualify. Private school experience does not count at all — the word PUBLIC is capitalised in the source.

The exact opposite of California, whose out-of-state leaflet states the credential "does not have to be valid at the time of application". Same fact pattern, opposite answers, and a teacher who let a certificate lapse is fine in one state and ineligible in the other.

Note the grade-band mismatch. New York issues 7–12; Florida issues 6–12. Whether that matters depends on whether the destination applies an identity test or a comparability test — and those are different tests with different outcomes.
