Transferring a New Jersey teaching licence to New York

This application path is only available at the INITIAL certificate-level (regardless of the level of certificate held outside of New York State)

This is the single most expensive sentence in New York certification for an experienced teacher, and it sits in parentheses. Having arrived at Initial, the teacher then works through New York’s own progression to Professional.

Have three years of certified PUBLIC school teaching experience in other U.S. State(s) or Territory(ies) exclusively in the subject area/grade level range of your application.

ambiguous_confirm_with_state. "Exclusively" is doing enormous work and nothing on the page defines it. A teacher who covered a second subject for one of those three years, or taught a grade outside the band, cannot tell from this page whether they qualify. Private school experience does not count at all — the word PUBLIC is capitalised in the source.

Have the Classroom Teacher Rating Form submitted by your out of state employer(s) verifying you received evaluation ratings of effective or highly effective, or the substantial equivalent of such ratings, for those years of experience

Structurally identical to New Jersey’s Record of Professional Experience form: it depends on a former employer completing state paperwork after the teacher has left. Request it, or at least confirm who will complete it, before resigning.

The Office of Teaching Initiatives can not determine eligibility for certification until an application has been submitted, and a review of your credentials has been completed.

Stated twice on the reciprocity page and again on the endorsement page. Combined with the footnote that "Final authority regarding acceptability remains with the New York State Education Department", the applicant must pay and submit before anyone will say whether it works. Colorado publishes an evaluation; New York does not.

Certificate must be active in the state of issuance (at the time of application).

The exact opposite of California, whose out-of-state leaflet states the credential "does not have to be valid at the time of application". Same fact pattern, opposite answers, and a teacher who let a certificate lapse is fine in one state and ineligible in the other.

Submit copies of all out-of-state certificates - including those that have expired - to tcert@nysed.gov. Please include your full name and either your birth date or the last four digits of your SSN.

The two are reconcilable — the qualifying certificate active, the history complete — but the page never says so, and a reader holding a lapsed certificate cannot tell which sentence governs them.

Materially lower than New Jersey’s 3.00 floor for post-2016 graduates. A teacher blocked from New Jersey on GPA may not be blocked from New York.

No Reciprocity for out-of-state Career and Technical certificates or programs

Not an ambiguity to confirm — a published refusal. No CTE pack can be written for a New York destination, and this project does not publish one.

ambiguous_confirm_with_state for the processing time. CORRECTION, 10 September 2026: this entry first said no fee amount was asserted anywhere for New York. NYSED’s Application Fees and Initial Certificate pages do state it ($100 per title on the endorsement pathway); it is recorded above. New York still refuses to pre-approve, so the applicant commits $100 per title for an unstated wait.

What is unresolved: whether a receiving state treats 1-6 as comparable to K-6 or EC-6. Florida’s Route 1 test is comparability rather than identity, which is more forgiving than Colorado’s "identical endorsement" wording for its professional-licence route. Neither is settled by published text.

There is no generalist secondary education certificate in New York, so you would need to search any of the specific subjects offered in secondary education, such as Biology, Chemistry, English Language Arts, Mathematics, Social Studies, etc.

This maps cleanly onto Florida and New Jersey, which also issue their secondary sciences singly, and badly onto Texas, whose composite Science 7-12 has no New York counterpart in either direction. NYSED’s own certificate lookup tool nonetheless lists a subject called "Secondary Education" at Adolescent grades 7-12; that contradiction is recorded in the archive and is not resolved here.

NYSED’s Application Fees page gives the same $100 "per certificate title or extension" for certificates "based on completion of alternate requirements". Two titles means $200. The fingerprinting fee was not captured.

By regulation, an application is valid for three years or two evaluations, whichever comes first. After the application has been evaluated, the fee is non-refundable.

individuals who are eligible for certification through the "Endorsement of a Certificate" pathway or the "National Board Certification" pathway are not required to take and pass tests.

All scores must be submitted electronically to the Office of Teaching by the testing company. OTI will not accept exam scores sent by the applicant.

Georgia asks for the opposite: do not have Praxis scores sent electronically, upload a copy of a hard-copy score report.

Has a valid standard certificate issued by another state in an endorsement subject area or grade level that also is offered by the Department and demonstrates at least two effective years of teaching that were completed within three consecutive years.

This is the highest-value sentence in the New Jersey rule. It decides whether you arrive holding a standard certificate or start the provisional period over.

Except as set forth below, an applicant shall be a citizen of the United States to be eligible for a certificate.

No other state researched in this project imposes a citizenship requirement for an ordinary teaching certificate. A non-citizen with permanent residence who is freely certifiable in Texas, Florida or Colorado is not freely certifiable in New Jersey.

Achieve a cumulative GPA of at least 3.00 when a GPA of 4.00 equals an A grade for candidates graduating on or after September 1, 2016

The floor applies to the CE and CEAS routes. A mid-career teacher who graduated long ago is measured against the 2.75 figure, not 3.00.
